Excel's Freeze Panes grayed out or not locking rows? Here's how to fix it in Windows 11, from a quick view check to a deep Profile repair.

Quick Fix (30 seconds) – Check If You're in Edit Mode

I know how annoying it is when you're trying to keep your header row visible and Freeze Panes just sits there, grayed out or doing nothing. Before you dig into anything heavy, let's eliminate the most common reason.

Excel disables Freeze Panes when a cell is in edit mode — that blinking cursor inside the formula bar or a cell. You might have hit F2 accidentally or double-clicked a cell. Hit Esc or Enter to leave edit mode. Then check the View tab again. If Freeze Panes is now clickable, you're done. Simple as that.

Also, make sure you're not in Page Layout or Page Break Preview view. Freeze Panes works only in Normal view. Switch back via View > Normal.

Moderate Fix (5 minutes) – Disable Add-ins That Interfere

If Quick Fix didn't work, add-ins are the next suspect. I've seen this a lot with third-party add-ins, especially older ones not updated for Windows 11 or Office 2021/365. Excel can get confused and block Freeze Panes entirely.

  1. Go to File > Options > Add-ins.
  2. At the bottom, next to Manage, select COM Add-ins and click Go.
  3. Uncheck every add-in except maybe the ones you know are essential (like Solver or Analysis ToolPak). Click OK.

Freeze Panes is disabled if your workbook is shared or protected. Go to Review tab and look for Unshare Workbook or Unprotect Sheet. For shared workbooks, you'll need to copy the data to a new workbook — sharing kills Freeze Panes, period.

Also, Excel 2019 and older on Windows 11 sometimes have a quirk where Freeze Panes doesn't work if you have merged cells in the header row. Unmerge them, apply Freeze Panes, then re-merge. Annoying, but it works.

If you're using Excel 365 with the latest updates (Version 2402 or newer), there was a known bug with Freeze Panes on certain monitor DPI scaling settings. Set your display scaling in Windows Settings > System > Display to 100% or 125%, restart Excel, then try again. You can change it back after.
